What are the cheapest cities for travelers?

Last week Hotels.com released the findings of a survey which revealed the most expensive cities for travelers. My question, so where are the cheapest? Fortunately, the survey found this too – Riga, Tallinn, Bangkok, Warsaw and Budapest. Have you ever visited any of these cities?
